What it costs to set up a company in Saudi Arabia

Every figure here comes from the ministry that charges it, with a link and the date we checked. Where a ministry publishes no amount, this site says so instead of filling the gap with a number.

The headline number nobody can quote you. The Ministry of Investment's own investor guide gives no licence or registration fee. The amount is set by the ministry on approval, payable within 15 business days in one section of the guide and 30 days in another.

The fee schedule, tile by tile

These are the amounts the ministries publish for a company set up under an investment registration. Everything else a consultant charges is service, not government fee.

The Ministry of Commerce lists 15% VAT with the establishment and publication fees. Company registration is issued within 72 hours once your investment certificate is valid for at least 30 days.

Three things worth checking before you pay

A fixed MISA fee

If a quote carries a fixed annual investment licence fee, ask which page it comes from. The ministry's guide says the amount is set by the ministry on approval, and the updated Investment Law moved the country from licensing to registration replaces licensing.

A SAR 100 trade name

Reserving a name costs SAR 200 in Arabic and SAR 500 in English. SAR 100 is the SAR 100 fee to extend a reservation you already hold.

"No minimum capital"

A Saudi consultancy's cost page says there is no minimum capital in most activities. For a foreign investor in trading, MISA's activity table sets SAR 30,000,000.

How much must a Saudi partner own?

This is the first Saudization question, and it has nothing to do with hiring. Some activities are open to full foreign ownership; others set a floor for the Saudi share of the company itself. Communications sits highest at 40%.

The second Saudization question, the Saudi share of your payroll, is set separately by the labour ministry through activity-specific localization decisions.
